disposal of indemity.

(5) In our report we shall probably advise

investment of about five million pounds in permanent

endowment scheme and have selected Canton Hankow

railway as principal form of investment. I have

reason to believe this will gratify Cantonese.

We could not do more for them than this if we

visited Canton. I still consider that if we had

gone to Canton when first we arrived results might have been beneficial but believe that no good

purpose would be served by going now.
